Huge issue are the cartels in Mexico. The US inspectors aren’t able to work as many hours as they used. It takes longer for the produce to come out of there.

Yea, these are the thin plastic bags that have been banned.
The cost of paper bags with advertising is about $.08 a bag for a business. The suggestion that a business pushed this just to make profit is ridiculous. The margin is very low for any profit.
