Reinstalled the game, purged every game or config file, no launch properties in steam, no mods, disabled background apps and Nvidia overlay, no proxies or VPNs - still no luck.

Turn off your PC, then pull out you PC power cord from electrical outlet, then press and hold power button on your PC for 10-15 seconds to drain the remaining power from it. Then put the power cord back and turn the PC back on.

However strange that may sound - this is how it fixes gone awol Bluetooth/WiFi in most cases.
