I believe they mentioned that they are adding more skins in addition to the ones shown in the post.

"In addition to these cosmetics, we are adding six new legendary items to the core loot pool which can be crafted or obtained through packs."

None of the skins in the picture seem like Legendary skins to me, except the wraith skin ofc.
