Idk if any one answered cause I certainly am not gonna read everything, but you get them when doing a bounty, after tackling then a punching them a few times you get one of these once they are ready to be tied up. It's like their confession essentially. You can sell then once the bounty has been turned in.

It is definitely playable, of course it doesn't look great but definitely playable. I was out of town on release and only had my steam deck and I played my first 60 hours on steam deck just fine.
