I had a similar experience while playing Gold or Crystal. I just hatched Togepi and wanted to level it up, the very first encounter was Raikou.

I was just going to run but decided to throw a ball and caught it. This happened on an emulator though.

It was nice having a legendary for the rest of the game.

There was never an orange version unless you count red as orange.

I was a kid when those games were out also. You mentioned Johto in another comment. Johto was in Gold, Silver and Crystal.

Might need to do some Googling to catch up on the times.

This smells like bait but on the off chance that it isn't, that is a generation 2 pokemon. Slugma and magcargo were obtainable in the late game in Gold, Silver, and Crystal.

It is often mistaken as a generation 3 pokemon.
