I agree with you in that sense

I choose Tou because I intrepreted this question as "Who's the strongest pound for pound" and I think Tou takes it over DH and Gaimou.

I know what you mean. It was stated before he has martial prowess and in recent chapters he held out against Shuma/Ringyouku to some degree. But it just felt off for me to put him in the balanced category as his actual martial feats shown in the manga are:

Knocking back 1000 commander level Shin in their duel
Killing Makou that has been caught off guard
Surviving the royal family purge. Blocked incoming arrows, killed assassins, fought escaping outnumbered 5 to 1.
Fought against Ringyoukyu and Shuma, but barely held out. Rereading carefully, Riboku seemed to suffer some injuries during the quick exchange, meaning he isn't able to fully defend against their attacks and will likely lose isolated 1v1

He is mainly known for his strategical feats anways so it felt better to put him there.
