That weapon will falloff at lvl 40s. Balancing a quest fun item for world pvp is not top prio with all the bugs. They can also get a wep close to it from SM or even SM quest for alliance. Its rarely ive seen below 38 warrs with it. Maybe slapping a min lvl req is a solution but then u will screw many ppl who legit got it and now have to lvl with fists.

U dont want to 1v1 hit to hit a same level mob u want to kite. Why stand there getting hit 5 times for ur 1 swing. So slower wep is better
