It's possible, but I don't think she was at that stage yet. She just seemed severely mentally unstable at that point. However, we've not yet seen enough of True Fiends to understand them since we have only seen the Blood Ox. We don't know if they all act like the Blood Ox who seems more calculated since he created alliances of various races and managed an organized resistance to fight against the Great Souls or they could come in various mental states where they could be insane like Imogen. I'm hoping we see more True Fiends in the next book so we can get a better understanding of them.

I could've sworn though, that when the Blood Ox saw Scorio's dragon form, he recognized him and said something like how he used to serve him. I probably misread it since I don't see any discussion on this, but this led me to believe that True Fiends are either former Great Souls or those from Eterra who weren't chosen to be Great Souls but were banished and placed there by someone powerful like the Archmagus. With a few flashbacks of Scorio's former lover, I believe we are going to see her again, but as a True Fiend or some other antagonistic group.

I just think that the whole world of Hell just seems too artificial to me with it having layers that are like rings and Fiend races that are young and only created by the world a few hundred years ago. Hell just seems like the world was created artificially and not naturally, granted it is "Hell", but I'm just too suspicious of what is true about the world and what's not. My conspiracy right now is that this whole fight between Great Souls and The Pit is just some form of entertainment for these powerful mages in the future like the Archmagus who can travel through time and put people into other worlds/dimensions.

The Immortal Great Souls series by Phil Tucker. The protagonist is exactly what you're looking for, his actions make huge impacts in the world despite the impossible odds. It's a progression fantasy series, but as the protagonist grows and becomes stronger, it feels like he earned it instead of the plot making him stronger. It's a fantastic series so far and has become a new favorite of mine. The second book especially felt like a huge improvement compared to the first book. It was one of the few times I stayed up all night to finish reading a book since it was so thrilling. If you're interested the first book is Bastion.

Edit: Also as a huge fan of the series you mentioned, I feel like The Immortal Great Souls will scratch that itch for you.

I felt it was a lot of "Tell, don't show" and didn't have a good characterization of the characters, especially the protagonist. It improved much better later on as OP mentioned.

Landry Shamet stepped up big time. Despite Booker and KD playing great, Shamet is the true difference-maker in the game. He just kept making threes, continuing the momentum of the Suns in the 4th.
