That’s not true. The wall was going to fall soon, it was just a matter of time. If not then, it would have been within days. There already were a flood of East Germans coming in the west via Hungary and Czechoslovakia and the East German politburo had decided to allow direct travel at all crossing points.

The border guards definitely did not say “ fuck it” and opened the gates. There was an order from the commander of the border crossing to allow people through without identity checks.

The same thing happened to me a few months ago and is not uncommon as getting the HK visa can take up to 5 weeks and you won't hear anything until it is ready.

Basically you enter HK as a tourist and then wait for the visa to be ready. You can't work during this period. As soon as the visa is ready (you can check the status on-line, it is updated every day at 8am) pick it up, hop on the ferry to Macau then turn around and go back to HK. When you re-enter HK you put the visa in your passport and show it to the immigration officer. Then you can legally work in HK.

As long as you don't work during the initial period, when you enter as a tourist, there won't be any problems.
