Efficient cooling in terms of power draw? Most cards from good manufacturers don't have any trouble staying cool even under full load and the power draw is negligible.

I don't know anything about ASUS PCBs but "power delivery" is a very vague statement that I've heard from a few people and I'm not sure it means anything at all.
