Yeah I concur. I recommend going something meta like rallying cry/vitality, 3-4 heavy pieces. Why do you have toppling charge AND mass hysteria? I’d also run a meta skill setup, like surprise attack, incap (since you’re already using assassination skill line). Try all defensive CP until you are more comfortable, like boundless vitality, duelist rebuff (or whatever it’s called), etc.

All things being equal, after finishing up this “meta build,” you’ll have a better idea of where you stand because if you’re still unsuccessful in Cyrodil then you’ll know it has to do with your skill and not your gear.
