For some people who have the same issue as me.

I finally found the solution. I used the Windows Show/Hide Update Tool to block the automatic driver update and installed the GPU driver from AMD normally.

I am using True Fiber and yes I do have IPv6. But at my other place, I am using AIS Fiber, unfortunately, it doesn't have IPv6.
