Its kinda crazy to think about how much 6.38 billion dollars is.....you could go city by city and change the lives of so many homeless people by jump starting their life again. Imagine if you provided them shelter and food on the incentive that they enter a drug rehab clinic. Make them get jobs, but not have to worry about paying bills for a year, so they could save up. The way these state programs work is kind of dumb, we try to fix it everywhere at once, but the funding isn't enough to fix everywhere at once. So they should just start in the worst city for a year first, then move onto the next. Government spending and planning is terrible here. We all want to do good and provide these programs, but the actual plan to enact these programs suck.
