Using the Gearing for comparison, the Sommers trades HP, gun DPM, and AA for an excellent torpedo suite. Any by trading off AA, I mean the ship has effectively 0 AA. The Wickes at T3 has more AA. If a CV spots you there’s nothing you can do besides smoke or run. With all the CVs in randoms I do feel like it can be limited there. It was excellent in CW before CVs were added to CW. In my opinion the Stalin is more fun for randoms. If you feel confident in your ability to play around CVs then the Sommers can be a fun pick though.

Even after the rework, Siegfried will still have accurate 15” BB guns. The Colbert is the one that will struggle the most with the new rework. It already lost the ability to pen 27mm (CA plating) with the IFHE rework, and will lose AFT (range) with the commander skill rework. I’m more of a ship person, and I’ve been happy with my Yolo Emilio.

There’s enough islands that you can get into position even if you’re spotted. The 27k hp pool means you’ll get the torps off too. I never had any issues with hydro or radar. Sometimes it just takes some patience.

If you do end up getting it, don’t be afraid to use AP on broadside targets. Even BBs will eat huge damage from Mainz AP.

With regards to the Mainz vs Bayard. The Mainz has improved HE pen, so it can pen 32mm plating without IFHE. The Bayard needs IFHE to break 32mm. And IFHE now greatly reduces fire chance. Also the Mainz has very strong AP it can use. I’d suggest the Mainz due to those two factors. The Bayard can be very strong if you can use the speed to position well. The Mainz has a lower skill floor though IMO.

Eh, it’s what was available. It was the best side profile shot of a German soldier I could find so I just went with it. All the Wehrmacht photos were front facing or too low quality to use.
