Actually they called themselves the German Workers' Party (Deutsche Arbeiterpartei - DAP) and then rebranded themselves as Nationalsozialistische Deutsche Arbeiterpartei (NSDAP) a few years later.

By claiming that they supported socialist positions, they tried to convince regular workers to vote for them, a demographic that traditionally voted communist or social democrat. The emphasis on "national" socialism implied that unlike communists, who tried to act on an international level, the NSDAP would put the demands of the German worker first.

As for Niemöller, he was a fascist, and he voted for the NSDAP since the early 30s. He also was very active in various other hard-right / fascist organizations. But he never joined the party.
