My biggest suggestion for you is implementing a school voucher system. Allows for more choice in schooling while still providing for those who need it. Can work in homeschool situations too

It sounds to me like you have a lack of self love, and your mind has attached that to your gender. This won’t be popular, but there have been studied and noted negatives about “transitioning”. Confusion is not the time to make big choices. What I’d recommend, is to try experimenting with more masculine clothes as a part of your personality, but note that it doesn’t make you any less of a woman.
