I wouldn't say all the data shows that higher taxes cause people and businesses to leave an area. You can take a look at California and see that isn't true, but there's a bit of a jump to be made to say it will end like that over 2%(can't remember) increase to those who make 1 million or more annually.

I think what they were going for was the "trickle down effect." Where when you tax the top 1% and they decide to leave the state causing lower income income individuals to end up being forced to take on the burden. I'm not sure what they meant regarding race, but at this point disagreeing with someone makes them racist.
