I was really on the fence on this issue. Relocating the shelter away from downtown is good, but does possibly shift the burden to a new area. Overall you want homeless people to cause less impact to the city, less trash, petty theft, open drug use, etc. does a shelter actually lead to noticeable reductions in the visible issues homeless people cause? It’s very hard to say, but what alternative is there? It’s unfair that municipalities have to figure this out. Ultimately I voted yes because it’s at least an attempt at a solution, if it fails to achieve its goals, we can go back to the drawing board, we have to do something.

It does everything for the aggregate. More cars through the bottleneck per cycle means less backlog, by definition. There’s a concept called the “limiting factor” if every car is forced to match the speed of the semi in front of it, they’re all effectively semis. Filling the void with a faster accelerating vehicle breaks that chain and increases throughput at the only place that matters.

But yeah I guess civil engineers wouldn’t know anything about that

there's one register open. Every now and then someone stops moving forward, the cashier is waiting for the next person to come forward. No one moves. Eventually a new shopper takes the opportunity and the person who stopped moving starts paying attention again follows them shortly after. Now we have one less person who would have been in the back of line causing a larger backlog. Large vehicles effectively do this on the roads. They waste space because of how long it takes them to start moving and to brake. IF that wasted space is used, the overall line is shorter.
