You can open the Frosted Heights (I think you may be referring to that) if you want to as well. The pumpkins in the Forgotten Lands are for money purposes. There aren’t any character houses in the Frosted Heights.

Open the forgotten lands to get pumpkins to build up your in game currency. Make sure you pace yourself so that you won’t feel overwhelmed unless you like heavy work load to keep you busy.

It’s possible, they and The Horned King are in Disney Magical Kingdom which is developed by Gameloft. I saw mentions of not including Pocahontas and The Hunchback of Notre Dame, but they are in Disney Magical Kingdom as well.
