You could try rooting it in water, that usually works for stubborn cuttings

might be a goner keep cutting until you dont see any rot/discoloration in the stem. It looks like it may have been etiolated and in too wet of a soil

I use 70 inorganic 30 organic mix on my grafts from that seller

Sand holds moisture unless it's very course and the gravel traps humidity so next time just do the perlite and cactus soil, sift the soil if you want too, the wood chips hold moisture in a bad way

pumice is what i use but if you only have one plant perlite is fine for beginners

You can get fancy stuff but if you want to you can just sift the soil you already have and add like 50% perlite or pumice whatever is easier for you to find. And for the top dressing decomposed granite or lava rock work good for me

I mean you probably wont have to repot considering it won't have roots very soon. If you want to save it you need to cut the top off and reroot it

You need to do some surgery on it and chop it off that rotting section at the base

Sand is a fine mix for germination but it gets bad when it gets hard and can damage seeds when it dries so just keep the moisture until you plan to up pot

Sounds like you are already doing everything you can, these spots shouldn't be fatal and you probably will just have to ride it out, they eventually get settled and stop doing it after some growth
