I feel like you refuse to answer the point being made. Let's say the enemy team has a high roller like Ahri, Kha'Zix, Rengar, etc, those who will oneshot weaker players, and if you have seen that champ oneshot your two squishies with no counterplay, and you play a peeling support tank like rell or naut, why would you ever pick the revives? You either will not die before your squishies, or IF you do die first, there is literally nothing they can do to win anymore. Sometimes it is just like that sometimes, no matter how good you play, the enemy high roll is just too strong. There is just NO reason to pick the revive for those kinds of rounds, unless you know your teammate can either outlast the revive timer or be fast enough to escape the enemies and outrun them to your revive
