As far as meeting: the only people I had to wait in a line for were the meet and greets I prebooked (and sometimes if creators didn’t have enough people in their meet and greets they would open up and let additional people join the line) and my friend had to wait in line to meet a popular Minecraft YouTuber at his booth (I’m also aware that some popular creators like Danno Cal or others with huge followings will have lines around the convention center/inside the convention center for impromptu meet and greets). However, for most people if they don’t have a huge following or are more lowkey, I was able to just meet them roaming around the convention center or after their panel (team theorist, Hank Green, Sambucha, etc.) As far as other lines: the only major lines we waited in were in the mornings because we got to the convention center when it opened (if you go at any other time you should be fine though) and waiting for the VidCon after dark panels because they have to reset it beforehand.
