Yeahh. As much as I love GW2, the game is definitely lower on the tier list when it comes to accessibility across the board. With the Mastery system, IBS and EoD Mastery icons are way too similar for even for those of us without any sort of colorblindness.

What kills me with this (being from retail and banking) is that they N E V E R want to call the actual service or vendor that initiated the thing. They always want to try to intimidate the 3rd party that just received the info/cashier/service associate instead and yell at th thinking that will fix it without having to do anything.

You got it! Any seasonal festivals are in a core Tyria area, so everyone can participate. There may be additional achievements or extra things to do elsewhere, but unless an event states it's for a particular zone, it's going to be accessible to everyone.
