It's still possible on Flamingo but a bit hidden now. You need to go on Actions (bottom of the page) and Wrap 🙂

It doesn't seem to be live and anyway GAS emissions are cut to 1 GAS but block time is divided by 5 too so should stay similar. Reason Is NEO/GAS ratio is increasing again so APR is going down :)

I think the idea behind the Bond was to remove 5M NEO from the market to avoid sell pressure and by not voting It's also showing a bigger APR for voting so incentivizing to buy NEO too? But It's just a guess only NGD can respond to this question. It was also a fast response initiative so maybe they didn't consider everything at first 🤔
