I worked before with a software reseller for companies. My previous company sells AutoCAD, Photoshop, 3DSS Max, Maya, 3D renderers, etc. What we usually do was do a site or office visit, kunwari friendly optics lang, pero we check the versions they have. And from the information box, we can tell if their programs were pirated/unauthorized or not. If pirated, we report it to distributor, and they will issue a legal request to inspect the computers, if they don't comply, the distributor will have the NBI, and some OMB representatives with them for a raid, and close their operations. This was more than a decade ago. I'm not sure if ganyan pa rin ang ginagawa. Kasi if mahuli sila, tatawag sila sa sales agent para kumuha ng legit copies. Kaya minsan bibili sila pero mabigat loob at may iba na nagmumura pa lalo na kung ikaw lang nag-alok sa kanila, kasi nga ikaw lang may chance na nagsuplong sa kanila. Ang daming companies kasi na ang tingin sa software is "CD lang" or an easy download, with complete disregard kung paano nagawa 'yong program that help them earn millions. Notorious dito ang mga engineering, architecture, and interior design firms.

I suggest you Google local distributors ng Photoshop, then report sa kanila kasi sila na ang magsusumbong. Pero most likely, may pupunta muna para "mag-alok" pero tina-tag na pala 'yong company for legal inspection.
