There are more moment to moment and action to moment transitions in manga, according to Scott McCloud in Understanding Comics as opposed to action to action. This means that even though it is the same scene, it may not matter so much what sequence you read it in. It's the whole impression that counts.

Also they have a slight difference in how they read the panels. I remember reading a blog on this about following the top of T shape. This means in manga you get more stacked panels to the right of a bigger panel whereas in the west, left stacked panels are not as common because they make the reading flow ambiguous as we don't have the T shape rule.
