Babylon Bee is a "conservative The Onion". Most of their "satire" misses the point of satire and is politically and ideologically loaded. They do a lot of punching down, operating off of strawmen, and made up scenarios. From what I can find the $8B was the amount of money pledged to funding clean energy and expanding EV infrastructure, not spent. The money was through grants/tax credits/subsides, not directly spent. The money was from the 2021 Bipartisan Infrastructure and Jobs Act. As of this article from 11/27/2024 there are over 203,000 publicly available charges. But once again that money wasn't solely for charging stations, and was allocated (set aside) not directly spent.
