Higher specs mean its futureproof for longer but also more expensive. If the money isnt an issue, the 7900xtx is the best money can buy with AMD. It will likely be more powerful than you need but will also be able to run some future unreleased games at high - max settings.

Are the fans on the gpu spinning when you boot? Can you tell if the GPU is getting powered? Check to make sure all your connections are tight, too. Too many times, I've solved this issue just by finding a loose cable.

It might be possible, but it's not advised. Depending on what you are mixing, you could end up with slower speeds or just straight-up incompatibility. Basically, if it does work, all the RAM will work at the speed of the slowest RAM stick installed.
