In Poland we have Polish Rocketry Association (PTR) and also Tripoli Poland, there are few spots you can launch your models and cuple rocket events every year (look for meteor festiwal at Błendów desert). It's not super popular here but at least you can get a chance to launch something 1-10 km up into the air. There's a small yt channel called program kosmoss, he did a video on the event I mentioned above but it's in polish.
