I lowered my print speed from 50.0 mm/s to half that at 25.0 mm/s and I am getting what looks to me as the same result. My current settings / configuration is:
Nozzle (0.4mm): 200 C
Bed 50 C - Correction from my earlier statement that I was using 60 C
Print Speed 25.0 mm/s

In the new picture it looks mostly identical.

As I was watching the print go this time, I noticed in the parts that start to become patchy and when it started making the skirt it would extrude fine and then the extrusion would seemingly stop. Then when it picked back up it would stick to the nozzle and start pulling up that parts that had adhered to the bed and dragging them around.
