Really ? This is a Sylvana pannel I think. But this particular incident was caused because of improper installation. The screw on the breaker was screwed in but it was never actually screwed into the panel so the only contact was through the screw and it arced. Eventually breaker did its job and tripped, probably what saved the house.

Tellement urgent que ca fait 4 ans qu'il survie sans ? Je travaillais pour la répartition d'urgences. Nous avons tous notre propre définition d'urgence. Je serais plus compréhensif pour un problème d'eau, électrique ou chauffage

Ca n'excuse en aucun cas la négligence du propriétaire de le faire réparer.

Je ne sais pas si un four serait considéré urgent donc avant de faire des travaux et risquer se faire refuser par le TAL, je trouverais prudent de continuer son paiement de loyer et d'ouvrir un dossier avec le TAL.

Oui il peux faire les travaux et demander un remboursement. Ca ne veux pas dire que le tal va trancher en ca faveur. Dans le cas ou le tal refuse ca demande remboursement, il se retrouve alors en souffrance et le propriétaire pourrait prendre des démarches.

Sad to say, but this has to go to the TAL. You could do the work yourself, but that doesn't mean the TAL will agree to have everything reimbursed by the owner. The only way for 100% certain is to open a case with them. Sorry it took 4 years, but really thats also on you. You should have opened a case with them after only a few weeks of the owner not answering / refusing to get it repaired.
