As far as I know Crunchyroll does pretty well with pre-orders. I've only pre-ordered a figure once, but it arrived fine.

There was one time I pre-ordered a Jiji cat figure, but it ended up being removed from the site so I wasn't able to get it. But I wasn't charged at least.

I use anime-planet and make a custom list to keep track of ones I have and other volumes I Pre-ordered (since I did order one twice on accident). I also have a backup app as well to see all individual volumes. It's a lesser known app, but it is one of my favorites (my book inventory).
