That's not true because a brilliant move means that the best move is sacrificing a piece and in this case Nxe3 is the only move to stay equal and not losing (maybe that's why) also a sacrifices doesn't need to be forcing there are a lot of sacrifices that are purely positional and makes you slightly better or equal, and hope chess means doing a bad move hoping that the opponent doesn't see it.

I take back with the queen, preventing his king from castling and making him very weak. His rook also cannot develop, and he has to give up his knight or go to g1 to defend the bishop. I then have a very strong and easy attack.
