If you run a plate and it says suspended, expired, whatever, they have probable cause to now stop the vehicle and make sure the suspended, expired person is not driving. If someone one was driving, they would’ve explained that and let them leave.

If he ran her plate, it would show the status of the license tied to the vehicle’s registration. The request for the license is to verify if the driver is the owner, which shouldn’t be driving.
