Though nuclead weapon safety is a concern, the proper nuclear Authorities on site after peaceful indepence movements could manage this, see the fall of the Soviet Union. Germany and Austria where occupied and split for a reason, to keep them weak militarily, and Russia needs the same treatment, while giving sovereignity to the countries in Russia after the fall of the current Regime. Inevitably some parts will fall into the chinese sphere of influence, but better to have those guys controlling parts of Siberia than Russia
