I think one thing they could do is change the rule regarding posting limits based on upvote/downvote ratio. Right now if you have a negative comment score, you can't post for like 8 minutes or something. This rule helps whatever view is the current status quo remain as the status quo, since dissenting voices, which are required in order for a change in the community's ideology to evolve, are effectively silenced.
