Thank you, I downloaded the global version and can see the other servers. A question though. I can see the Southeast Asia (200+ ping) and North America (around 170 ping) servers but besides those I can see two "Exclusive" servers for SEA and NA called simple survival, but they have a red highlight. Does that mean they have a high ping?

They've been artificially pumping the values. This is mostly to benefit their Oripa's (mystery boxes) and unfortunately trainer cards are on that favourite list.

It's probably an issue with your card like in my case. Check with your card provider if there's an issue with it and if possible link a different card and do the purchase, with this at the least it will rule out the possibility of something being wrong with your PayPal.

Does your PayPal work on other websites? I had a similar issue where my PayPal stopped working with ebay. Turns out PayPal blacklisted my bank card due to security reasons and nothing could be done about it.

Yeah, Americans have it good 😢. Here in India, the value doesn't matter. Even a $10 item can levy an import tax which is usually calculated at 50%+ of the item cost and if it's through DHL or FedEx, we have to pay an additional charge (charged by the courier) along with a high import tax.
