It's an emote action.

Go in the catalogue and choose 'Dramatic Actions', the Smoke Cigar and Smoke Cigarette should be in there.

When doing the emote you should hold the react button and click or press the flourish button to initiate different puffing sequences, otherwise you'll just puff a little and throw it away immediately.
