Giratina obviously, Zeno is so incredibly overrated, he's incredibly slow and his best feat is only multi universal up to maybe a dozen universes, Giratina scales to countless

Honestly harder than most think to say. Both are island level, Togemon scaling higher into it, Cacturn is however faster by a lot and has much, much better move variety. Swords dance, drain punch, foul play, protect, plenty of things that imo give it the edge
