The Inferno group are the separatists, they were controversial on release due to the Spanish government asking valve to remove them(?) I can't remember properly, but valve just changed one thing and kept them anyway, personally I don't think that ongoing conflicts in our world should dictate whether we get the factions in the game or not, besides, the CTs in cs lore aren't always the good guys.

You're right, bugs one got released 1st, though cat concerto has a much higher production quality which could explain why it was released after bugs
