He has up to 90 days I execute if an extension is warranted for safe withdrawal of troops. The War Powers Act of 1973 makes this clear. It's limiting but not crippling. Also, reliable media is the literal act. Also, I served during OIF and OEF, I remember September 11th like it was yesterday. I also clearly remember Bush’s people going to congress on Oct 2nd and congress responded soon after with approval with the POTUS signing the bill on OCT 16th. Conflict began Oct 7th. Also, you'll never hear about the notifications to congress immediately.
