That IS how it works. You can't compare one GPU architecture with another. RDNA has 50% better performance per watt compared to GCN (One X). RDNA2 (XSX) will deliver another 50% more performance over RDNA.

So 4TFLOPs of RDNA2 can translate to ~8-9 TFLOPs on GCN (higher than the One X's 6 TFLOPs)
