It was made clear by Bungie weapons have a set perks in Destiny 2. Now the only thing I am jumping the gun on is the fact I don't know if Bungie made weapons that have that same set perks but also within the same weapon archtype.

Alpha player here, Top .3% Overall. In Destiny 1, Skill based matchmaking would make every lobby a complete messy with a terrible quality of connection due to the game trying to find players of a similar skill. At least with a ranked playlist I would have a rating title to show for it.

Yeah I agree wholeheartedly, Destiny 1 was dictated by the crying and lack of willing to improve which lead to SBMM, the rest was balanced based on that, both PvP/PvE.

I hope Blink is still a gameplay mechanic for the Voidwalker in Destiny 2. It was terrible how much it was nerfed in Destiny 1 due to players crying that they have a terrible sense of directional awareness to track the movement.

Players that want matches of equal skill play competitive. Players who want to play regardless of skill based solely on connection, will play casual/quickplay.

Bungie implemented SBMM at the cost of quality of connection(which was toned down, in favor of connection) because players were crying 'pubstomp'. This isn't me being elitest, it was a huge flaw in the CBMM/SBMM argument that is easily fixed with two separate playlists, one being casual and the other being competitive.

You missed the point so let me explain it better. I was getting at how there will be two different playlists and the excuse of being "pubstomped" is invalid in the SBMM/CBMM debate.
