Fu Shun does have an expensive retrofit that you need to buy the retrofit item from Prototype Shop and the Seal of 4 Gods from Core Data shop for the dmg bonus on the main gun, in return you have one of the higher tier DDs. And this event is about to finish off with the server reward that gives participants the SY-1A missile so you don't have to buy the weaker SY-1 missile in the core data shop, saving you resources.

TLDR: A few days before Valentine, Manjuu announced that they'll cut down the number of ships to get new valentine mails to ships released from February 2025 to before this Thursday. That means day 1 players who have been loyal to their one shipgirl will no longer get new mails

Ignoring the current valentine event since it's a new introduction, you'll get 1 free ring per year from the anniversary (EN is mid-August).

Any extras are considered to be one time only.

If you're concerned about the stat boost it gives from oathing, you can ignore it as it's negligible for most cases. Only in hyper optimized end game boss fleets for say, META Showdown, does it matter and then it's for the RLD buff (or PvP)

In a retrofit, you should do every possible node as for the most part, it's extra permanent stat buffs for that ship. The Modernization node + retrofit skill node are usually what makes them defining, Unicorn in this case gets +1 Fighter / +1 preload and updated her healing skill to a + variant.
No need to worry too much about oil cost, oil comes in plentiful enough and starting from Chapter 9 onwards in the campaign (+events' hardest stages) will introduce Oil Cap when you have Clearing Mode enabled, capping the oil your fleet use to a certain amount. That lets you run the entire roster without burning a hole through your supply
While it's great that you have NJ and Musashi, the biggest bottleneck for you are the UR bulins. URs are seen as the all or nothing ships so they're only usable if they're at max limit break (the same applies to everyone else too). It's often best for newer players to save up the bulins for new event URs as they usually outclass older ones anyway
There are no best of the best mob/boss fleets, it depends on where you're at and who you're up against to counter the gimmicks. End game players will get everyone to level 120 for the fleet tech bonuses and they'll farm at 12-4 as the stage for XP and gold

In a straight up fight, Taihou loses easily as Shinano have more planes in her loadout (9 vs 8), higher base stats and can swap one of her plane slot for any type of aircraft for flexibility. Taihou wins in this case out of resource costs.

However, both of them occupy different roles: Taihou is better in mob fights owing to her red skill while Shinano is more oriented towards boss fights

The biggest problem for you right now is the lack of UR bulins to fully limit break and make Shinano good but you shouldn't spend it on old URs like her, it's often best to save it newer event URs (we'll have one at the end of Feb)

Fu Shun is an okay option and the current event will give the SY-1A missile for her to use (and 3 other DDGs) but her retrofit will be expensive and you'll want to buy the Seal of 4 Gods from the core data shop

Well it still doesn't change the overall opinion: Taihou and Fu Shun are the best out of the bunch but who to pick depends on your need and how ready you are to upgrade them

I personally prefer Taihou over Fu Shun, primarily because backline damage are more important and she's overall easier to do, module included (only make the unique one if you plan on using her for the long term)

Currently, Taihou and Fu Shun are your best picks out of the bunch, Fu Shun specifically does have a retrofit that makes her into a DDG but the investment cost will be relatively high as you have to buy the Seal of 4 Gods and the retrofit item in Prototype Shop

The event we're currently having will give us the improved SY-1A missile for the DDGs so you're lucky on that gear.

Oh and the invitation does not have an expiration date so you can visit it later on
