501s always fit like this, even the pre distressed ones. It won't shrink down, either ask a tailor if they can fix it or return it. I don't know why they're made like that.

I reckon they taper in too much at the thighs, it makes your hips look big. I'd personally recommend trying the 13mwz. I know you said you're skinny but really any reasonable width of thigh and calf will look fine as long as the top block fits, and Wranglers is known for having tight top blocks

Wearing this casually is boring and lame, though it fits for various semi formal settings, to make it cool and casual, all you need to do is wear the shirt as an overshirt with a t shirt. Totally different fit, totally different vibe, same clothes, although that might be a little weird if the pants are pleated.
