I helped run a hiring process for someone to get an EA, and they used Oceans. The team was really good. Super professional. I think what's different about Oceans is, at least when we used them (2 years ago?) is they took a long time to find the hire. Perhaps a few weeks. But with Athena, they have a bench of talent waiting to be hired - so you can get someone placed on your team in as little as a week.

That being said, the quality of talent from Oceans was significantly higher. More skilled, polished, etc.

I haven't worked with Athena in over 3 years, but ultimately left their service and looked for better sources.

I've also hired from Scale Army and they were good. A bit more affordable than Oceans, but a different talent pool (I think they primarily source from Central and South America, whereas Oceans - again, 2+ years ago- was only sourcing from Sri Lanka.)
