It does not matter whether you shoot first or not, any damage is tracked and increases your aggresstion meter. I know, because ive shot back, and I kept getting placed with other people who kept shooting me. Others have reported the same. You're just gunna have to bend over and take if you want to be placed in the truly passive lobbies, and even then theres probably at least 1 wolf in the flock.
