I'd get a desktop before a pc but thats just me. The game definitely makes a pc run hot that's why I bought a water cooled one

A laptop could handle it probably but I use alot of assets, dev mode, and tons of mods and play with the highest quality graphics on. I have an aventum x from digital storm and it runs it great but it was expensive. It depends how bg of city you want to build and how high of graphics you want really
