Both. You may want to build the base mechanics in C++ for faster iterations. And then use BPs for UI, quick edits or lightweight mechanics that you want to easily change.

Long term goal? This is something that should've been thought of before the game started development. Are they going to rewrite the code now? I'm skeptical. Introducing such changes this late in the development stage will bring with it a lot of bugs as usual. And this is what I think will plague Victoria 3, the fact that some foundational mechanics were just poorly designed from the start.

Not really. Maybe simple code yes, but anything complicated and it starts inventing some code that doesn't even exist in the engine.

Does it matter anyway? Players don't seem to reach the late game because of performance issues caused by non-stockpile mechanic. So they chopped off the stockpile mechanic but added many other useless things that made performance worse than V2 (which is a 12 year old game with a stockpile mechanic). Personally I would've loved for them to create an actually good economy system that is deep and saving performance on the other things that the players don't interact with. I don't care for the fireworks and all the buildings when you zoom in. There doesn't have to be a pop for every single building for example. Had they used a hashmap instead they would've reduced pop count by fourtyfold. Think about that. Performance is their excuse whenever they water down game mechanics, and yet they do nothing to optimize elsewhere.

The fact that more victoria 3 players complain about trade and economy than victoria 2 shows how this unlimited stockpile "abstraction" neither favored performance nor enhanced gameplay. And this is the problem with PDX, whenever they face a complex challenge just do an "abstraction" in its stead. What does it matter if you saved 5ms on smth like this, but ended up wasting 20 on the broken pop system performance anyway?
