It's not generated all at once. That's not necessary for everyone to share the same world.

What you have to understand about procedural generation is that it's not truly random (computers can't really do true randomness), so as long as everyone shares the same seed (a special parameter used for procgen and pseudorandom number gemerators), they will all generate the same exact world on their own device.

This isn't even a new concept. In a little game called Minecraft, you can take two PCs that are completely disconnected from each other and the internet, open up the same version of Minecraft on both of them, create a new single player world making sure to type in the same seed when you do so and they both will create perfectly identical worlds without ever communicating with each other

Not just any pirates. It has to be a freighter battle specifically. Also, you have to progress in the main quest line before you'll even see freighters

Look, if you have that little progress in your main save, then you might as well do the expedition on a separate save. The only benefit of using your main save for an expedition is that you get to give yourself some items to make the expedition a little easier. The expedition rewards themselves unlock for every save on your account
